At the beginning of 70-th of the XX century the staff of current Air Navigation Systems Department begun the fundamental work in the field of Air Navigation. They were performed due to the subjects of the main research works of the Civil Aviation Ministry of the USSR. In this period the main investigations were connected with ground and air-board radiolocation and radionavigation systems.
At the border of XX and XXI centuries the department scientists chiefed by Charchenko V. concentrated their energies on the Air navigation development as the social scheme i.e. system of special responsibility. Such a system possesses special requirements in the context of required level of aviation safety ensuring (aviation safety and the safety of flights), economy, information security. Therefore the works were started connected with the realization of international concepts Free Flight, CNS/ATM, Cooperative ATS in Ukraine and new concepts creation of corporative navigation, multialternative monitoring and flight situations management, Air navigation systems intellectualization on the base of artificial intelligence.
Due to this the State scientific and engineering program "Development of Air Navigation Service of Ukraine" of the State science and technology Committee of Ukraine and also the program of conversion "Complex principal program of ground and board apparatus creation for air traffic management systems of civil aviation" of Mechanical engineering Ministry, military-industrial complex and conversion of Ukraine. Application of these programs greatly precipitated the theoretical investigations elaboration in the field of aeronavigation. Especially it conserns to the development of satellites and information technology, information-measuring nad information-calculating systems integration, original mathematical apparatus creation, complex models elaboration of different physical nature, creation of program-algorithmical complexes. Introduction of new information technologies and integration of ground-space systems gave the possibility to get new quality of aircraft totality management with the garanteed level of flight safety. At that time the methodology of Air Navigation system structural-parametrical synthesis was created, that is based on the detection and taking into account of the effection parameters main groups on the ANS usage risk. It were qualitatively received the new results by the way of integrational processes re-inforce of radioelectronic facilities, Air Navigation system elaboration as the fundamental integrity of its functional, tactical, informational and structural assignment different aspects.
The constituent of such system is created board facility for civil and military aviation - integrated automated multilevel hierarchical complex that combines the systems of obtaining, storage, processing and information distribution. Multilevel complex integration and systems interconnection is based on special elaborated information technologies that provides high apparatus effectiveness and its adaptation to hard conditions of military and civil usage. The effectiveness of created integrated navigation-landing complex is reached due to the aircraft flight possibility in the airspace of different classes in accordance with international requirements and avoidance of catastrophy situations at the different flight stages, decreasing of exploitation expenditures. Usage of integrateg navigation-landing complex in military aviation expands the are of its military application and gives the possibility to flight in more difficult conditions, especially during the flights at low altitudes.
Combination in the complex of information-measuring and information-calculating systems allowed to take into account the dynamic characteristics of aircraft and integrity of informational contour that provides the usage of special landing categories in the extreme flight conditions. Complex apparatus as regular facility is used on the aircrafts An-38, An-140, An-74, applied the placing on the aircrafts An-225, An-124, MIG-29, SMG-2, helicopter MI-171. For the elaboration of integrated navigation-landing complex the professors Babak V. and Kharchenko V. the State premium of Ukraine in the field of science and technique was givven to in 2001.
At the department was elaborated the concept of future Air Navigation systems development using the principles and elements of artificial intelligence. On its base the automated intellectual system of decision making for the conflictness plans of traffic objects movement estimation automatization was elaborated. The system has an intelligence support for object flow optimization that provides the garanteed level of traffic safety. This created system was patented in Ukraine and abroad, is successfully exploited in the State enterprise "Delta-Lotsman" in Mykolaiv city.
The department staff has published more than 1200 works (articles, monographs, books, scientific aids, report materials), more than 60 publications abroad. It was obtained 60 patents.
